VOTE TO CO-OPT A COUNCILLOR TO THE PARISH COUNCIL

PC was proposed to fill the vacancy for a councillor on the parish council.  He 

spoke a little of his background. He had been on the Parish Council from 2011 until 2015 when he left for a break. He feels it is now the right time to return.

It was resolved, unanimously, to co-opt PC to the parish council

REPORT FROM WILTSHIRE COUNCILLOR-IBPAGREE MINUTES OF THE MEETING OF 20th July 2021

IBP advised on forthcoming meetings. General Clerical meeting 20th January 2022, Cat G meeting on 2nd February 2022, Paths 4 all meeting 3rd February 2022. 

IBP advised he now has a new role within the Council, Public Health Protection.

Leisure Centres to be aligned with Public Health.

His previous role incorporated the expansion and speed of broadband. Superfast broadband coverage has increased from 50% to 96% and the contract is now finished. The next item on the agenda from Parliament regarding broadband is to rollout the gigabit usage. If this is agreed then the possibility maybe for a contract to start next year.

DETERMINE PRECEPT FOR 2022-2023

Taking into account all of the extra rises in the community of fuel prices, community charges etc.

it was agreed that an increase equating to just £4.45 per annum for a Band D property would be requested for year 2022-2023. Deadline for submission is 18th January 2022.

REPORTS/UPDATES BY COUNCILLORS

a.    Phoenix Hall - SS

Michael Mather is retiring as treasurer and booking clerk of Phoenix Hall. The new treasurer will be Nigel Jackaman. The Phoenix Hall committee are recruiting for a new booking clerk. The front of the hall is being landscaped and quotes are being assessed for wheelchair access and solar panels. The idea of installing two electric power units is still ongoing, however there may be issues with the school. There may be a possibility of installing window blinds. The bookings up to Christmas were steady. At the next meeting discussions will include Projection of Activity, how to sell the Hall to prospective bookings and optimise the website. FPC to request budget information of the Hall. DG

 

b .    Planning - CG/VJ   

The application for adding a porch to St Lawrence in Fittleton was passed without objections locally.

 

c .    Footpaths & Rights of Way – SVE

The ditch by Elizabeth Young’s property has overflown into The Warren. Lower street also requires ditches digging out. SVE to make a request for the Parish Steward to undertake the works on his next     visit.

 

d .    Transport & Highways - GM

Street light out on Lower Street which was reported over a year ago.  

 

e .  Allotments - SS   

The list of potential allotment holders 21/22 has now been exhausted. Before advertising in the newsletter SS to liaise with existing allotment holders offering the possibility of renting further plots.

The deadline for the newsletter is 20th January 2022.  

 

f .  Jubilee Committee - SVE 

The Army have confirmed the lighting of the Jubilee beacon can be held at the Wash in Netheravon.

Debbie Corbett is overseeing the planning of the street party with funding by Jubilee Committee.

Parishes will need to assist with the organisation of these events.

 

g .  Stonehenge Area Board – DG

Stonehenge Area Board have agreed to match funding of £1,707.00 for the purchase of Fittleton’s own Speed Indicator Device. The current one is on loan. Once monies are received FPC to place the order.

b .     Expenditure since 9th November 2021. £ 954.16 

£74.00 to be added to the balance from the Christmas raffle.

CORRESPONDENCE RECEIVED

FPC received a letter from a member of the public regarding the listed wall at 3 Manor Cottages Fittleton. The covering of the wall has been removed and the wall is eroding. Concerns were expressed regarding the safety and preservation of this listed wall. DG to respond to the letter.

             

CG is currently working on paths in Fittleton highlighting them and writing about how they got their names.   It was suggested maybe this is something Paths 4 all could help with and CG to liaise with Jacqui Abbott. 

 

GM offered to help with CG on this project. DG to resend the Paths 4all email, for contact details.
