Parish Councillors Present:Cllr. Dorothea Georgeson

Former Chairman Mr. Alan Wood was a member of the public acting as minutes secretary.

A .    The meeting agreed that former Vice-Chairman Cllr. Vaughan-Edwards should conduct the election for Chairman of the Council.

B .   The Wiltshire Councillor for the new AVON VALLEY division, Cllr. Ian Blair-Pilling apologised that he was unable to attend due to other duties at County Hall.

ELECTION OF PARISH CHAIRMAN

 

Cllr. Vaughan-Edwards proposed Cllr. Georgeson, seconded by Cllr. Gowman. The vote was carried unanimously.

TO RECEIVE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE

 

Form signed by the Chairman who will arrange for other councillors to sign their acceptance of office.

ELECTION OF VICE-CHAIRMAN

 

Proposed by Cllr. Gowman, seconded by Cllr. Symes, that Cllr. Vaughan-Edwards be elected as Vice-Chairman. The vote was carried unanimously.

REPORTS/UPDATES

 

a .    Phoenix Hall – former Chairman, Mr. Alan Wood, secretary of the Phoenix Hall Management Committee (PHMC), disclosed that the committee now had nearly £35,000 in the bank thanks to Wiltshire Council business grants and other fund-raising. The Phoenix Hall is jointly owned by the two Parish Councils and is by far their major asset.

(Afternote: The Chairman of the PHMC, Mr. Charles Coslett had produced a report for the two councils indicating the much work that had been undertaken to improve the hall. It now requires extra Committee members to help run the hall. New and previous community groups are needed to hire the hall to provide income to pay the future overheads.

 

b .    Planning – Cllr. Georgeson to contact Wiltshire Council about the future of Magpies Cottage, Haxton, as local residents are concerned about its safety.

 

c .    Footpaths and Rights of Way - being mown by the new contractor.

 

d .    Transport & Highways – Cllr.Gowman asked if scalpings could be laid in Fittleton where water is ‘ponding’. Cllr. Vaughan-Edwards to contact the Parish Steward. 

Finger posts need attention. Cllr. Gowman suggested a person who may be able to supply new posts.

 

e .    Allotments. Cllr. Georgeson to pay-in monies received from allotment holders. Cllr. Symes had received an estimate of £285.00 for repairs to gates and fencing. 

Funds were approved. 

There is a dead sycamore which needs removal. 

 

f .    Jubilee Committee – nothing to report.

 

g .    Security Cameras – survey required. Mr. Wood to supply Cllr. Georgeson with previous correspondence.

ACCOUNTS

 

a .    Balances. Latest bank statement shows £10,658.16.

b .    Cheques authorised since last meeting – Mr. Wood advised that Clerk’s expenses for FY2020/21 had been approved.

Approval to an Exemption of External Audit given by the meeting.  

c .    Approval of Annual Governance Statement – document awaited.

d .    Approval of Accounts – being audited by Mrs. A.Linscer.

e .    Hourly rate rise for Clerk – to be considered at next meeting.

f .     Introduction of Cash Receipt Book – Chair to consider.

CORRESPONDENCE RECEIVED

 

a .    The bench on The Pound needs a slat replaced. A “friend of the Parish” would be asked if they could undertake the repair. 

b .    Salt bin requested at The Pound.
