REPORT BY WILTSHIRE COUNCILLOR, IAN BLAIR-PILLING
Cllr. Blair-Pilling spoke about the Consultation on the Electoral Review which is happening at the moment. He informed the Council that the Boundary Commission has decided that 98 councillors should represent the residents of Wiltshire at the next election. This means that each Councillor should have 4291 people in their ward. This has resulted in a reshuffle of wards and Cllr. Blair-Pilling asked the Council their area preference. It was agreed that Councillors associate themselves more with Amesbury than Tidworth or Pewsey. Cllr. Blair-Pilling will take this information back to discussion which are going on at the moment at Wiltshire Council.

UPDATE ON WW1 CENTENARY EVENTS
Ian Blair-Pilling reported that plans were well underway for the Centenary events. They include:
- A book has been written by a local man called ‘Village Soldiers’ which will be printed and on sale by the Centenary
- A digitised map is being produced, sponsored by a local firm
- The School has plans for all years and will culminate in an exhibition in the Phoenix Hall
- There will be a reception to launch the book in the Phoenix Hall
- There will be a Curry Lunch at the Working Men’s Club after the Remembrance Service
- There will be large personalised poppies displayed in the villages
- Laying of poppy crosses by school children after church service on 9th November
- Silhouettes Treasure Hunt

It was RESOLVED that the minutes of the meetings held on 10th July, 2018 and 31st July, 2018 be accepted as a true record.

REPORTS AND UPDATES
a. Planning
18/07318/TCA
TREES IN CONSERVATION AREA. Fell 4 conifer trees, and crown raise poplar trees over garage to give 3 metres clearance. At Westbrook House, Haxton.
Parish Council Comments: No objections

TREES IN CONSERVATION AREA. Fell Norway Maple and Ash Tree at 337 Haxton.
Parish Council Comments: No objections
18/07732/FUL
FULL PLANNING APPLICATION. Construction of an oak framed building at Highfield House, Downsview Close, Haxton.
Parish Council Comments: Support subject to the development being for agricultural use only now and in the future.
b. Footpaths and Rights of Way
It was reported that The Drove has been cut back by Landmarc.
It was agreed that the balance of £137 shortfall for the kissing gates at Long Ground be funded by the Parish Council. This is dependant on permission given by the farmer.
c. Allotments
Cllr. Mrs Symes reported that there are 2 vacant allotments.
d. Phoenix Hall
Cllr. Wood reported that the kitchen has now been completed and that there will be an open day on 29th September 11 – 3 pm.
Cllr. Wood reported that the Management Committee were considering applying for a grant to build a new storeroom at the back of the Phoenix Hall. This would not impact on the proposed new Youth Club. It was agreed in principle.

e. Highways
Flooding
There was flooding in the Old Tearooms in the last deluge of rain. The road in Lower Street was also flooded due to blocked drains. Both these incidents have been reported to Wiltshire Council and Landmarc and action has been taken. The drains and culverts in Lower Street have been dug out. The gullies at the Old Tearooms have been cleared, but the ditches need digging out by Landmarc.
Parish Steward
The Clerk reported that the Parish Steward has filled potholes in front of the postbox and opposite Manor Cottages.
f. Tidworth Area Board
Cllr. Mrs Symes reported that the meeting was very interesting and several topics were presented including Our Community Matters (has been relaunched) and CIL (Centre for Independent Living)
It has been arranged that the Phoenix Hall will host two workshops for the Family Learning Festival again this year. This takes place over the half term holidays and will be:
27th October Wiltshire Wildlife Trust Workshop
29th October Shabby Chic Workshop
It was agreed that Fittleton Parish Council will pay for the hire of the hall for one of the workshops.
The next meeting is at the Memorial Hall, Ludgershall on 17th September. The Clerk reported that she will be going to apply for a grant for Cheerful Cuppa.

PARISH MATTERS
The Chairman reported that his Garden Party was held in his house as the weather was bad. It was decided to hold on to the raffle prizes until the Christmas Lights ceremony.

AUTUMN TIDY DAY
The Autumn Tidy Day will be on Saturday, 6th October. Everyone to meet at Orchard House at 10am.

CASUAL VACANCY
The Clerk reported that there is a resident who is interested in becoming a Parish Councillor. She will ask him to the next meeting.

REPORT BY THE CLERK
- It was agreed that a decision on whether to write an Emergency Plan would be deferred until next meeting.
- The Clerk reported that she has asked for the salt bin to be replenished. She has ordered 100 gel sacs for the Parish Council to distribute to properties vulnerable to flooding.
