QUESTIONS FROM MEMBERS OF THE PUBLIC

A member of the public had submitted two questions.  Could the bin, located by the bench in church drive, be re-sited? Should the sycamore tree be reduced to prevent damage to the power lines? Both questions were discussed and would be considered again in future meetings.

REPORT FROM WILTSHIRE COUNCILLOR – IBP

(IBP) The Amesbury area board has a new title; it is now Stonehenge Area Board. The board has had an energetic boost with the new chairman Graham Wright. There will be four formal meetings a year and many informal meetings in-between. Public will be encouraged to talk on different topics and small teams within the board can hold meetings to accommodate different topics.

The Stonehenge area Board encompasses a wider area now than just Amesbury and will be encouraging interaction between different groups as much as possible.

REPORTS/UPDATES BY COUNCILLORS

 

a. Phoenix Hall - SS  

(SS) The last AGM was on 6th July 2021. There are currently four committee vacancies.

The accounts have been audited.

The key things discussed were the promotion of the hall. Looking at how to promote different uses and events for the hall. One option is to get communication into the Military space. Also, looking at possible Christmas events.

Other areas reviewed were discussing a better disabled access, and the car park surfacing.

 

b. Planning -CG/VJ 

(CG/VJ) St. Lawrence Fittleton planning application PL/2021/06771 regarding tree removal.

CG/VJ to visit the Site can be viewed from the road.

Holm lea, Fittleton listed building front porch PL/2021/06409. (CG/VJ) to request a visit to the property.

 

c. Footpaths & Rights of Way – SVE

(SVE) There is no green bin for grass waste on the Pound, Haxton. The gardener has no way of disposing of the waste. It was agreed that the gardener will apply for a green bin, and the Parish Council will reimburse.

 

 d. Transport & Highways - GM  

(CG) Raised an issue of cars blocking areas where the farmers drive their vehicles, tractors combine harvesters etc. Some of these cars are permanently parked and make it so difficult for farmers' vehicles to pass that they are going up onto pavements and gardens.

(IBP) stated that the PC has no legal rights for requesting the removal of these cars, best option to contact persons directly.

(DG) to engage in conversation where possible with people who may know the owners of these cars.

 

e. Allotments - SS 

(SS) The posts and fence have been repaired and the shed repainted. Reviewing any encroachment issues of the boundary. Currently only one person strimming and cutting grass around allotments, this is being reviewed

 

f. Jubilee Committee - SVE 

(IBP) This year and last year was a write off for events due to the pandemic. Looking around for more members for the committee to inject more enthusiasm into the use of the area.

Want more events to take place, not just one a year. 

 

g. Amesbury Area Board – DG

(DG) Attended the Amesbury Area Board Meeting. It is now Stonehenge Area board.

Good strong Chairman with a bundle of passion. Will be attending future sessions.

REPORT by the Clerk 

(SL) Received a briefing notice from WCC on the mowing policy, they have modified their approach on    mowing rural roads. (SL) suggested growing wild flowers alongside certain verges.

(IBP) advised this was already in place in certain areas.  On the A350 there is a pilot scheme to impoverish the soil to create conditions that encourage the growth of wild flowers.

ACCOUNTS

(SL)

a.   the balance on 23rd July 2021 is £10,002.37

b.    Monies paid since last meeting is a total of £653.consisting of three payments for admin, outstanding bill for defibrillator items and materials for the bench at the Pound Haxton.

CORRESPONDENCE RECEIVED

Wiltshire Citizens Advice has requested a donation to support them. They have supported over the   year 14,972 clients and dealt with 45,843 issues. The committee agreed a donation is to be made.

Correspondence from Pete Sparrow, who is working on a crime prevention investment. This involves property being marked with an invisible liquid to saturate homes in the Parish to deter criminals.

The committee all agreed that most properties already have their own prevention devices, and saw no advantage in pursuing this.

A late correspondence was received initially from Charles Coslett, Chairman of Phoenix Hall Management committee (PHMC). There was a Pre application submitted in Autumn 2020 of a proposal to build a bungalow (park home) at the back of the Phoenix Hall on land not currently well used. This would be a long-term solution of funding the Hall other than the Parish precept.

This is now for review and discussion with future PHMC meetings to be held.

Councillors discussed the written proposal to inform the response at the forthcoming meeting with the management committee.

PARISH MATTERS

a.    Magpies Cottage

(DG) Unable to gain any response from the owner of the cottage despite trying to make   contact. There is a serious issue as the cottage is not stable and currently the public have to walk on the road in places. Efforts to make contact will continue.

b.    Neighbourhood Plan

(DG) The Parish is too small and does not have the skills to put together a neighbourhood plan.

c.    Finger Posts

A three-way directional sign post is required for the Parish (The Pound Haxton). The Parish is frequented by tourists walking, cycling and there is no signage for direction. A quote has been received, an option is to use security cameras budget to cover this, (IBP)suggested he would take this to the Stonehenge Area Board to see if any help would be given. (DG) to email a request to Stonehenge Area Board via (IBP).

d.    Salt bin for Haxton

(DG) To find out the cost of a salt bin.

 e.    Tidy Day report

(DG) Huge turnout for the day, people were delighted in taking part in such a lovely day.
