DECLARATION OF INTERESTS

An interest was noted for Cllr SS for item 23/48 (mowing contract).  Cllr SS did not participate in any discussion or vote on the item

Questions from Members of the Public

A member of the public raised the issue of parking in Meadow View.  Cars parked there had had letters affixed to them, purportedly from Aster, saying that residents had 2 weeks to remove their cars.  KF contacted Aster, who disavowed the notice and states it was a misuse of their logo.  That this did not come from Aster was confirmed by a number of individuals of some seniority, who all said that usage could continue as prior.  Residents felt alarmed and distressed by the notices, but have been reassured that they can carry on using the space.  Cllr Ian Blair-Pilling will be taking it up with Astor.

It is recognised that pressure on parking in the parish is increasing over time, and that possibilities for creating more parking are constrained (e.g. because of knock-on effects on traffic flow, particularly for HGVs and emergency vehicles).  Cllr KF will continue to explore options around the Meadow View area.

Minutes of FcH Parish Council Meeting held on Tue 12th September 2023 agreed and accepted.

Matters arising

a.     Cllr DG reported a blocked gully on MyWilts, but 20 minutes later the case was closed with no further action, as it is not a main road.

b.     Wessex Water, however, have proven proactive in attending to groundwater flooding.

Cllr GM cleared a footpath by the river.

There is still 1 vacancy.  Cllr SS is exploring options for guttering for the shed to avoi deterioration.  There has been a temporary repair to the fence to proof against rabbits, and Cllr GM offered some surplus wire to assist.

f.      Jubilee Committee

Due to meet later in the month to discuss D-Day celebrations.

g.     Stonehenge Area Board

Budget and Precept

The Council RESOLVED to approve the budget for FY 24/25, with a 1% precept increase for a total of £7409.57, equivalent to a rate of £62.14 on a Band D property (an increase of 62p).  The Clerk will submit the request to Wiltshire Council by the deadline.

Parish Matters

a.     The Clerk will discuss with Enerveo whether it is possible to get a local electrician to connect the Christmas lights in future, given the huge increase in costs

b.     The Council RESOLVED to withhold funding from PH for this FY, and keep future funding under review, stepping in only as a last resort to prevent insolvency where necessary and appropriate.

c.     Wiltshire Council has funding available to assist with flooding claims, but all claims must be lodged with the Council in the first instance.

d.     The Clerk will update and circulate the revised Emergency Plan, and liaise with Netheravon.
